Hands-on Landfill Foreman with operational experience on a wide variety of landfill heavy equipment vehicles that perform the spreading and compaction of 2,500 tons-per-day commercial and residential waste. This position requires overseeing the day-to-day processing and disposal operations of an active site and two remote small-closed sites and may include a transfer station operation. Maintains performance and productivity metrics such as safety, cycle times, soil/mulch allocation, and cost management processes. Adheres to local, state, and federal rules and regulations.
ILLUSTRATIVE DUTIES: Essential Duties and Responsibilities
- To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned as needed.
- Oversees the day-to-day operations, and provides daily support to landfill operators, environmental workers, and other landfill staff.
- Monitors landfill cycle time and operating metrics while diagnosing and improving processes, procedures, and performance.
- Executes necessary precautions to ensure safety and compliance with Waste & Recycling, FDEP, OSHA, and other standards and regulations.
- In coordination with the Landfill Operations Manager, ensures thorough root cause investigations for all injuries and incidents, following-up with recommendations for consistent discipline and retraining.
- Oversees personnel needs, including selecting, coaching, disciplining, and training employees. Provides input into performance outcomes.
- Motivates and provides performance feedback to field staff on a regular basis.
- Contributes to short and long-term goals and action plans in conjunction with Operations Manager.
- Recommends, develops, and implements programs for optimal equipment utilization, equipment maintenance, labor, and material costs.
- Interacts with customers and county agencies to ensure customer satisfaction, improve efficiency, and establishes Waste & Recycling's good corporate citizen and valued resource.
- Works with Division Director and Operations Manager to resolve employee relations and labor relations issues.
- Documents daily activities records such as earth moving materials, equipment uptime, staffing, active area sequencing, and other landfill actions.
- Operates landfill equipment on a regular basis.
Oversight Responsibilities
- Oversight responsibilities required for this position are to ensure work is carried out as per plan and serve as a link between staff and management. This includes the daily operations of Landfill Operators, Environmental Workers, and temporary staff.
KNOWLEDGE, ABILITIES, AND SKILLS:
Experience in a position involving operations (ability to operate numerous soil excavation/remediation/landfill equipment and work within a cohesive team/unit); customer service; health and safety (OSHA)programs; equipment specifications; managing high volume and traffic sites; resolving labor relations issues required.
MINIMUM QUALIFICATIONS Education and Experience
- High School Diploma or GED (accredited).
- Five (5) years of work hands-on experience in construction or solid waste operations.
Certificates, Licenses, Registrations or Other Requirements
- Florida Driver's License and TREEO within six months of employment
SPECIAL REQUIREMENTS:

- Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc.) most of the workday.
- Required to exert physical effort in handling objects less than 50 pounds regularly.
- Required to be exposed to physical occupational risks (such as cuts, exposure to waste, most of the workday.
- Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements most of the workday.
- Normal setting for this job is: shop or field.
